Me, the only way you can unlock a 4S is if you pay the cancellation fee. Until then, the earliest date you can unlock a 4S would be October 14th 2013 (when mine is free ) because it's 2 years after it launched (got mine at launch at 8AM)
Dang. Looks like my best bet would be to buy an iPhone 4 off a friend who upgraded and then unlock it.
That or honestly maybe getting a dumb employee (or a friend) to input your iPhone 4S. But yea sorry, no official way.
I'm just waiting for an email. Go to the link in the front page post and choose either Tech Support or Billing & Payments. Fill out the fields (if you dont have an account, write NA or No Account in each field that doesnt apply to you). The rep will ask for your IMEI. Give it to him/her and he/she will open a case for you. It will be unlocked in a couple days.
I gave them a call today, the lady was really nice but said my IMEI was still linked to an active AT&T account (Friend upgraded and gave me his iPhone 4 about 6 months ago). After about 15min on hold they figured it out and asked for my email. Said I should have an email by the 19th.
And it looks like ATT screwed me...
