I'm using it, and it doesn't seem slower. It's worth it if you like to theme.

It does slow it down. The exact number of seconds I don't know.

Okay because I'm just wondering how long it takes settings to open fully when you are using winterboard, if you tell me I can compare how long it takes with mine

Yes, winterboard does slow down loading of things. I compared the start up time for you with both ones I have. The one with winterboard takes about 5seconds to start, and the one without takes about 1.8seconds. Again, these times can change depending on what ever else is running.
This was with a 2g and a 1g JB touch. if that makes a difference

Yeah, a faster processor would make a difference (Touch 2G)... and you'd have to have the exact same programs installed on both to make it a valid test (which you wouldn't, not with a 2G).

well one thing is for sure, is that I have noticed a quite increase in startup time for settings, from before I JB and after.

the 2G ipod has a faster processor, that's why =X (yes, faster than the 1G and iPhone)

To be back on topic, Winterboard uses up about 10MB of RAM (don't quote me on those numbers) I understand that it can stink to suck up that memory, but really it's either that or no theme =\ Personally I make sure that I don't download any dæmon applications; my iPhone works pretty fast, it just can't handle as many processes as my iPod can =\ I recommend gettin' SBSettings and endin' processes when ya'll use 'em (Maps, Mail, Safari, dTunes, Terminal, and Music/iPod are commonly used apps that stay open after closed [the phone app ill never shut off, same with the mail app if push notification is turned on])
