From what it looks like, gpSPhone doesn't work if you only have windows. Does it?

Nope, any OS that supports SFTP applications will do.
Windows works, just depends what you use to transfer the ROMs over.
is there a guide for how to do it on windows xp?

No it's not. That's all iPod/iPhone stuff.

That isn't Mac stuff, those codes are to be executed from the Terminal in the SFTP program you are using, which will be sent to the iPod.
