All in the title. Will SHAtter allow us MC device owners to downgrade our firmware without the need for SHSH backups?

Shatter is just a name of an exploit for the IDevice's. No one has any other info on the 4.1 jailbreak. All they have said so far is it will work on all Devices that have IOS 4.1 even the new IPhone 4 and IPod touch 4th gen

A Jailbreak has nothing to do with SHSH Signature Blobs.. its on apples server side... or the localy saved one.. (or sauriks server)

Okay. Well, it's not like it matters that much anyway, since every firmware will be jailbreakable.

SHSH Blobs, if I understand correctly, are the main reason why most exploits are currently tethered, even if a hole exists (SHSH blobs contain iBoot right?). So if there is a way to circumvent the need for the blobs -> then we suddenly have easier and more powerful jailbreaks to do things like replace bootloader for iDevices and run android etc.

    Correct me if I'm wrong.

    Completly wrong.
SHSH Blobs contains information about your Device, Serialnumber, and even more. Every SHSH Blob is unique thats the reason why no one could "lend" his blob data to downgrade another device.
On its "standard" way a SHSH Blob will creative "Live" while restoring.. itunes connects itself to the Apple Server and Apple gives the "ok" to restore (or downgrade a device) . Once apple stop signing a specific Firmware like 3.1.3 no Blobs will created by the Server, so you need to save a blob localy to trick iTunes and restore to that older Firmware, so the SHSH Blob file will give the "ok" to itunes instead of the Apple Server.

Then why can't some make a hack for iTunes to not perform the check at all?

Well then, SHSH must have something to do with the hardware of the device.
