the apps on the account are tied to your ipod touch

If you already downloaded the apps with your account, you can download them for free in any ipod touch with that account. But you need to authorize the computer to sync them to iTunes

A condition of using the App store is that you will not authorise devices which are not under your direct control/ownership.

Also, he has to sync to your computer everytime, or else he'll lose the apps.

Tell him get a job and buy iTunes gift cards.

What the OP wants to do, yes. Well, breaking a contract, not sure exactly how 'illegal' it is. It's comparable to piracy.

By authorizing his iPod with your account, he won't be able to download any other apps (free or paid) without knowing your password. Protip: don't give him your password.

A "shared" account situation like that is legally "shaky", but most of all, a pain in the ass as time progresses.

Tell him to grow a pair and buy his own apps.
