To my understanding, apps like Insomnia are battery killers. I was browsing the Apple website, and on http://www.apple.com/ipodtouch/ios4-software-update.html it says,

    Wi-Fi
iPod touch can stay connected to Wi-Fi when asleep so you can receive incoming VoIP calls and notifications from compatible third-party apps.

Does this mean that there is some kind of toggle? I haven't personally used the beta so I have no idea.

It's in the GM update I think. If not, it will be in 4.0 (the one released to the public) and I don't think it will use any toggle.

It is probably something developers can program their apps to do just like they need to make their apps able to go to background for multitasking to work and if they do add the feature i think they would add a toggle in the apps settings

    It's a feature of 4.0.

I remember seeing this a few months ago.. when 4.0 was announced.

Yup. They call it Persistent Wi-Fi. And it doesn't really kill the battery at all, and push notifications works flawlessly with it.
