I have managed to tap into my neighbor's wifi (Locked).
I am getting 3 bars of signal, but when I go on safari it says that it can't connect to the internet.
    Any ideas?

Buy your own wifi, it is actually illegal what you are doing.

Actually its not illegal at all, its the neighbors responsibility to secure there network, which they did, but i imagine that he set an easy password. ts also the neighbors responsibility to keep it secure

    Anyways

Click Settings>WiFi>Blue arrow next to the network>Post your IP Address (if you don't feel conformable doing that post the first 3 or 2 numbers. If its 169 its an invalid IP if its 69 or 192 its valid.

Lets say someone has a mailbox and it is locked. Inside the mailbox is money. If someone has happen to crack the lock and take some money from the mailbox is it illegal? Yes, same thing with wifi

Maybe it's just a network with no internet at all. I know lots of people who do that.

O yea, totally, people sometimes just have routers for wireless printing, or sharing files between there Work and Office. But really, you should have your own Wi-Fi
