I'm not complaining about the wifi speed, but rather wifi not working period.

When im at school where the entire campus has wifi, my ipod doesn't pick it up. And when im at home i cant see any of my neighbors wifi

I have to turn it off and on but that doesn't always work.

Do you, by chance, go to a school where the wireless network requires you to log in with a user name and password? I attend UCSB, and I know a guy on this forums from U of Hawaii is having the same problem as us. I think the problem lies within the problem of cookies and whatever automated system they have set up to insure the people using the internet are actually students. The WiFi did work here the first time I tried, but at some point it just stopped. I've yet to talk to the guys at ResNet to see if they have any idea what's going on. However, it does work in random places on campus.

I don't have too many problems other than sometimes with DHCP.

This is a problem at my high school. The problem is the the wireless is hidden so you cant see it unless you know the name of it and enter it manually.

I've also noticed the same. Like just now, after my touch got restored.
I go into wifi and turns it on, and it finds my router. And I select connect, but
there never comes a wifi-icon at the top bar.

This can be caused by a weak signal also. If you have access to the Wireless router's web interface, I would suggest you try changing the wireless channel that it is running on.

Test a few out and see which works best for your iPod Touch. I just switched my girlfriends wireless to channel 3 from 6 and its started working a perfectly, where as before on channel 6 it would only stay connected for around 5 minutes.
