I was looking in to getting as many iPhone features on my iPod as I can. I added texting and a caller app. The app allowing me to call people had one issue, it needed Wifi! So I scanned all over trying to find a portable router. Later on, (a week ago) my friend (Works at Apple) kept trying to get me into buying the Refurbished AirPort Express Base Station with 802.11n and AirTunes. He will give it to me for $45. Should I take it? And does it do what I want it to do?

What I Want It To Do: I want it to be able to be plugged into a wall and I will then be able to connect to it from my iPod.

Yes I suspect that's all you'd need, and compared to the $180 price tag on the site, $45 sounds like a great deal.

Off topic - Which apps did you use to be able to call and text people?

@Rarisgod - To call I use iCall and to text I use TextNow. I don't know the prices, but there pretty user friendly! If your using iCall on a iPod you need to buy a head set for the iPod. They're usually pretty cheap. They should have headphones and a mic. Mine are made by ReTrak.

On the Apple site they are $69.99, not $180.

as for portable, you would need a Mifi, which is basically a 3g dongle which has got a wifi access point built it

How is that portable? Basically what you're getting is a regular old router that gives you wireless internet access around the perimeter of your house. If you want a "portable router" you need something such as a Mifi device which has a monthly charge.

If you have a plug in your car, that's portable.

Ok, but let's ignore the fact that your router will be in an useless state.
