Okay so I have a an itouch 3rd gen, and well he's the problem it simply will not start up, every time I try to power it up it just goes to the beginning stage of powering up with the plain Grey screen with an apple in the middle and well that's it, it just stays on that screen until it either runs outta battery or i manually shut it down.

So what it might be is that the boot screen just didn't leave, and your touch is on a running, but because the boot screen is there, you just cant see it. What you want to try is:
    1) Turn it on.
    2) Wait for about as much time as your Touch usually takes to turn on.
    3) Then slide the "Slide to Unlock", which you will not be able to see. so you would slide it where it would normally be [bottom of screen].
    4) Then, you slide your pages around, click on the screen, click the home button, etc. to have the boot screen leave.
NOTE: This might not be the problem with your Touch, so if this doesn't work, put it into DFU mode and restore it. To put it into DFU mode (like said above) watch this video:

    Hoped this helped!
