    1. I have Verizon "High Speed" internet. Not FiOS
    2. It is a wired network.

I told them that it was super slow. So they ran a Diags on my system and said i was using 3GB/S speed. The funny thing was my router was unplugged.

Just curious, what site did you use to get that graph, or did you make it?

It really depends where you live. Where I live, Verizon is kind of horrid and AT&T rules here (unlike other places).

Just so you know a 10MBps line means that on average you will get at most 1000KBps down speed, so at 667KBps, your right about where you should be. The only way to get it up to the 1000KBps are would be if you lived in an area where you were one of the few people on Verizon in that area. In all likeliness you live around others who use the same service and you get bottle necked with their traffic.
