The Dev Team didn't make BlackRa1n. So they can't modify the program and redistribute it.

You can't downgrade anymore without some type of signing simply because iTunes works that way now.

Patience, son. Wait for a 3.1.3 jailbreak on the G3 iPod touch. It will come.

Also closing this thread due to the OP having asked (and having had answered multiple times) this question.

Short form: 3.1.3 can't be jailbroken on 32/64GB 3G iPod at this time, and always be careful before upgrading or exchanging to check the jailbreak status if it's important to you. The sticky posts at the top of the forums have good walkthroughs on how to jailbreak or downgrade if you're able to. You also needed that device jailbroken before to get the ECID SHSH keys which tell the iPod that the FW is okay to install and to have backed them up on saurik's servers: studangerous posted a walkthrough on the news post about 3.1.2 not being signed by Apple.

Besides, the iPod doesn't have to be jailbroken to enjoy video, music, or apps you've purchased. Be patient; dev team and geohot have already stated that 3.1.3 added no features, and appeared to be designed to catch jailbreakers by making them reveal exploits and the dev team is sitting this version out.
