Would there be anyway to do this? I've seen it on the iTunes store homepage for awhile now and I've always liked it much more than black background and now I just discovered the nano uses the white background. Would there be anyway to do this with a touch?

No, I do not think so. Unless it is somewhere in other.artwork...

    With MobileSubstrate, anything's possible

It can override certain behavior of any Objective-C class, that means you can make "things" look and behave differently in any app you want to without changing any code on disk/modding system files. In fact, that's how Winterboard works!
I think you could override the UICoverflowLayer (or whatever it's called) to place a white space in front of the black and color the label black. Cool thing: AppFlow + other coverflow apps will be modded too!
I'm too lazy and unexperienced to do it, but I think you could do it

the dock is reflective though, and that is something modders have had trouble duplicating.

It may be possible, but it could have some kinks. As iPoTH4CK3R stated, the reflectiveness could be trouble. I don't know if we'll see this, but it would be cool.

Lots of time needed it seems like. Why don't you guys focus your talent on something more important? If not this might be good practice for when something important actually comes up

I'd have to argue. I think this is pretty important stuff.
