Hello Qasim, Unfortunately, the iPod Touch does not have any cellular connection abilities, therefore in order to access the World Wide Web (or the Internet) you must make the connection through wifi only. It's not a matter of the type of app, but simply something that the iPod Touch is not capable of doing. Now if you're looking for some texting apps in general that will use wifi, then I'd recommend TextFree or GoogleVoice. Both are free services and have the ability to make and receive both calls and text messages. But internet is a must for iPod Touches to connect and be able to send/receive data. - Naveen
As the others have said, you need some sort of internet connection to send or receive any data from/to the iPod Touch. There are some cases (called Peel cases) that give you phone, SMS, and some data capabilities but you need to pay per month for phone service from a carrier (like AT&T). If you really just need some form of communication in case of an emergency, you can get an old (or prepaid) cell phone for not much money (or free if you have one laying around) and use it just for 911 calls without paying anything per month. Or if you need texting, you can get a prepaid phone with service for not much per month either. For example, you can get an AT&T GoPhone that has a pay per text rate of $0.20 per message, so if you would only use it occassionaly for emergencies, it might be worth it. Also, you can get a GoPhone plan that only charges you on the days you use it, so you could have unlimited texting and get charged $2 only on days you use it.
