A full unlock is through software. A hardware unlock can be done with TurboSIM or other universal sim cards. If you have an iPhone 3G TurboSIM is your only option.

Well depends. The only way to unlock an iPhone 3G is TurboSIM or other Universal SIM cards. For the first generation iPhone you can use both but I recommend the software unlock (full unlock).

Well, let's see; one's illegal and one isn't.
    Hardware unlocks are crap.
If your carrier provides an unlock, it's obviously the better choice.
In some countries (such as the US), if an unlock isn't provided, it is legal to unlock your phone through other methods (such as a software unlock), but a *SIM card such as TurboSIM is still illegal, since it spoofs identification information.
