What is this and how do I get it?

    its called stacks, its currently still in beta i think :/

    Well you're gonna need the 3.0 version of stacks (conveniently called Stacks 3 or Stacks 3.0). If you're not on 3.0 you can get the regular Stacks on Cydia but otherwise it'll mess you up.

    Go to the above link, enter any (yes, any) email address, and download the deb file.
    Transfer the file to your device, open mobileterminal (install from cydia if you don't have it) and enter the following commands:

    su
    Password: (default is alpine)

    Now browse to the directory you stored it in using a command such as:
    cd /var/mobile/Media (If you put it in that folder).

    Now enter:
    dpkg -i stack3a.deb

    Respring and you're done.
    You can access the stack preferences from the settings app. Drag icons to put them into the stack, touch and hold the stack icon then tap the statusbar to rename the stack.
