    Simple Realy

Tethered Means you have to have your iPod Connected to your Computer in order to turn it back on after a reboot, etc.

Semi-Tethered Means that If you reboot without being connected to a computer you will boot back into non-jailbroken mode. Which means you have still have all your apps but wont be able to use any jailbroken functibility. But if you want to go back into Jailbroken mode you need to connect to a computer, this takes away the fear of a reboot while being away from your Computer.

One quick question about the semi: (haha) When I complete it, does all my themes and etc go away ( like i'd have to redownload them) or do I just restore from backup and everything comes back(themes, sbsettings, gba roms) or do I just sync and everything comes back?

Backups Don't apply to anything to do with cydia/installer. So the answer is probably no, but check out something called
    Code:
    aptBackup
    Available VIA Cydia.
