Ok so ive seen overlays in some theme files and get the general idea of it. it seems to me like a general picture that just goes over your wallpaper. my question is why? couldnt you just combine theme in PS and be done with it? the icons go over it so i see no point in having one unless you can change overlay per page. so i guess my next Q is is that possible because then i would understand why anyone would have one.

Take delnoch's theme, the overlay is the black bit on the top and bottom that houses the icons. You could indeed just make that the wallpaper, just merge them, but then when you go to change the wallpaper you have to repeat the process, and some people don't have Photoshop so they ask you to do it etc. With the overlay, you don't have to keep making different wallpapers specific to the theme, you can just swap them out.
