What does "public beta testing" mean?

    I'll just copy-paste the current topic of winpwn:

    Notice the bit in bold. I'm slightly confused by that; surely if it's a "public" beta test, anyone (as in, a member of the public) can test it? If so, where's the freely accessible download link that anyone can get the program from?

    Now, I don't mind waiting, but I just think that using the phrase "public beta testing" is just a means of tiding over the impatient noobs, because it leads them to believe that the app is "out there", and eventually they'll get a chance to test it as well.

    Have I misunderstood what this means, or was a proper explanation given at the time?

    Public Beta Tests are quite common in software development cycles but in a process as touchy as this it's probably not in the best interest to release an unstable version regardless of demand.

    Yes, I know that. But my question is, why use the adjective "public" to describe a beta test that isn't released to everyone who wants it?

    A predetermined amount of people from the general public apply for the beta and a certain amount are chosen at random.

    But hey, you're right. A restricted public beta is essentially a closed beta.
