DFU Mode used to have a White Screen? Am I correct?

White Screen means DFU Mode. Or the Device is bricked.

Idk, my iPod has been stuck in the white screen for a while (because of many restore errors) but it ended up working. It could be hardware, it could be software like me. Try to contact the owner and figure things out with them.

White screen is often refered to the "White Screen of Death." Which I am experiencing currently with my 3GS.

It's caused by either a software or a hardware issue. When it's a software issue simply hold power+home for 10 sec untill it's forced to shut down then power it on again. Restoring may also fix this. If it's a hardware problem it's mostly likely the LCD gone bad, and to fix this you need to get a new LCD.

It's most likely the LCD since he is seling it this cheap. I am currently experiencing this on my 3GS like I said, and it was because of a screen repair gone bad.. Which ended up with me opening the phone back up again, and I ripped some of the ribbons in the process

Not sure. They might if there is no water damage, signs of a drop, and signs that the phone was previously opened.
