I would assume the standard BSD console commands. I once found a list in the directories using finder:
    /usr/bin
    awk
    banner
    basename
    checkgid
    chgrp
    cksum
    comm
    crontab
    csplit
    curl
    cut
    dirname
    ditto
    env
    expand
    false
    find
    fmt
    fold
    grep
    groups
    gzip
    head
    hexdump
    htdigest
    htpasswd
    id
    join
    killall
    less
    login
    logname
    mesg
    minicom
    mkfifo
    more
    nano
    nc
    nice
    nl
    nohup
    od
    passwd
    paste
    pathchk
    pico
    pr
    printev
    readlink
    renice
    rsync
    sar
    scp
    sed
    sftp
simulatecrash //I wonder what this does....
    sort
    split
    srelay
    ssh
    ssh-add
    ssh-agent
    ssh-keygen
    ssh-keyscan
    stat
    su
    sum
    tail
    tar
    tee
    top
    touch
    tr
    tsort
    tty
    uname
    unexpand
    uniq
    uptime
    users
    vi
    vim
    wc
    which
    who
    whoami
    xargs
    yes

*note: this list was only from one directory with multiple apps installed (including openssh). Other directories like these can be found by ssh-ing into your touch, typing "set" (no quotes) and looking at all the directories listed in the path variable
