    No.

SSH into your iPod and go to /private/var/mobile/Library/

    Delete the file called "LockBackground.jpg".

Make sure it has 2 Dock pictures when you go into Customize Images/Sounds > Dock > Dock Image.

If it doesn't (Only has 1 picture), SSH to /var/mobile/Library/Customize2/THEMENAME/Dock/Dock1.png, and copy it to the same folder, but name this oine Dock2.png. So in that folder it should have Dock1.png and Dock2.png.

If it just isn't changing period, make sure the Winterboard theme you are applying doesn't have a dock (Winterboard overwrites all Customize options), or make a Winterboard theme called "Dock" in /var/stash/Themes.xxxxxx and place the Dock file from /var/mobile/Library/Customize2/THEMENAME/Dock/ and place it in the Winterboard theme folder, and naming it Dock.png.

Are you trying to change the wallpaper in the settings menu? If so, that is the lock screen wall paper.
