Is there a way to set an image as your background behind the icons without it being a full theme?

just create a new folder in your themes folder and only put a Wallpaper.png in it

Does it have to be a .png? And do I need iTunes to do it?

It must be a png (you can just rename a .jpg or something after you load it onto your ipod). You need to be jailbroken and have a SSH program on your computer, it has nothing to do with itunes.

in winterboard drag User Wallpaper above everything and turn it on. then you can set your wallpaper in settings.
