When I go to change my wallpaper in settings. It's not there unless I turn off winterboard first. Is this normal

What do you mean "turn off Winterboard"?

Whatever settings you have checked in Winterboard automatically override the basic iPod settings, such as wallpapers selected from the Settings menu.

The only thing I use for winterboard with wallpaper is "user wallpaper" for my backround. I have no themes. I turn off winterboard in sbsettings, go to "more", and then "mobile substarte add on" when I turn it off "wallpaper" reappears in settings
