I have seen a few themes have animated background wallpaper. I'm just wondering where I can get those wallpapers and if I can apply them to a different theme.

    Thanks.

Is there a way I can get a GIF as a wallpaper instead of MP4?

Hm...well Winterboard does register mp4's as wallpapers. If you have it from another theme, just go into the theme folder (using iFile is probably the easiest way) located in /private/var/stash/Themes and there should be a file entitled Wallpaper.mp4 (if not just look for a file with .mp4) and copy it to your current theme folder.

As for the .gif, nowadays Winterboard does accept a few different file types as wallpapers, I'm not sure if gif is one of them but it can't hurt to try.

Do I need to install and source before I can use MP4s as my wallpaper?

No, you don't. Just use an mp4 like you would a png for your wallpaper.
