iOS6 comes with a feature called "Guided Access." What this means is I can set my iPhone so that my kid can't exit a particular app. It would be nice if someone - e.g, Google - would create a Webapp that allowed the user to do stuff he could do on an Android phone. The only things the user would not be able to do in the app are: 1) Download apps that interact with iOS apps, but who cares? You can't do that anyway. 2) Customize the lock screen. 3) Use the iPhone's home button to return to the Android home screen. 4) Manage hardware settings like Bluetooth and Wi-Fi (though it is possible to do on devices running any version of iOS earlier than 5.1) Is there anything else the user would not be able to do in the app?
iOS can't emulate android but it can sure look like an android if you look in cydia. Btw your looking for a webapp and that would require as you say not letting someone close the app in this case the web browser. Webapps are limited they can't take advantage of the hardware of the devices unlike native apps.
