that's actually a really good question, lol, well technically its something about it being clear when magnified unlike bitmaps that go blurry... http://en.wikipedia.org/wiki/Vector_graphics

... but, it's also just reffered to as a type of art. meaning your eyes would have to be the judge i suppose, vector artwork usually uses such things as arrows, or rainbows, or concentric circles etc.
although i'm sure someone else would be able to provide a better answer

    hope this helped anyway

    Nice work

With the question on what vector art is. I was under the impression it was made using a series of vectors. When you look at a bitmap image, its basically made of lots of tiny dots, and your computer just displays a coloured dot in a certain place. Then when you re-size it, all it does is makes the dots bigger, creating aliasing (or pixelated).

Now with a vector image, instead of having a dot at certain places, it has a mathematical line, consisting of an x and y coordinates with an angle with the horizontal. Now when you resize the image, it makes the line longer/shorter, but maintains the angle it makes with the horizontal (this is to make it proportionally bigger, but a similar thing will apply to make it longer/shorter), what this does is it prevents aliasing (pixelation). I always thaught vector images were that, images made using vectors
