You are on a tethered Jailbreak, Read one of the many guides on what to do if you need to restart your iPod.

You iPod is most likely tethered. Meaning that in order for it to boot up, you will have to run some commands from your computer.

Put it in DFU mode by holding the sleep and power buttons for 10 seconds, then let go of the sleep button while continuing to hold the home button. Then restore to the Orignial firmware.

Tethered = Have to have a PC to boot it
Untethered = Can reboot anywhere without a PC
