I have a jail broken iPad 16gb wifi and the touch screen will be unresponsive if you just leave it for a while, like when watching a YouTube video it takes like 3 or 4 taps before it will come back to life

Is it just YouTube? My iPod Touch is like that with YouTube and some other apps.

Just try a restore and everything should work again. If a restore doesn't work, contact Apple and get a replacement.

Yer, if a restore doesn't work then its not software its hardware. Restore it and send it back to Apple. if there are no visible... trauma marks on it then they should replace or repair it. Likely the former.

Uninstall all of them and see if it's still unresponsive.

I uninstalled everything, but still have the same problem, which probably means it is a hardware problem, if it is tho, what could it possibly be

Do you have the 3 finger tap-to-zoom enabled in General > Accessability?
