There is no unlock for the baseband on firmware 3.1.3
BUT the devs will release a new unlock one the new iphone is released along with firmware 4.0

You can downgrade if you saved your 3.1.2 SHSH certificates on cydia, BUT your baseband will stay the same it WONT be downgraded there for you wont be able to unlock

I am sure the devs would release a unlock/jailbreak for fw 4.0 on june/july (depending of the new iphone release) just be patient

Yeah, you have to have a device that's never been on 3.1.3 before(like mine

) in order to unlock right now. When you do a standard upgrade, it will upgrade the baseband as well, stopping you from unlocking. I opted to not upgrade to 3.1.3, as I plan to sell my iPhone unlocked while I'm on vacation overseas this summer.

Unlock hacks rely on vulnerabilities in the BASEBAND Firmware of the phone. Apple includes baseband firmware updates in their firmware releases. Baseband firmware CANNOT be downgraded like a regular firmware can. Only thing you can do is wait until 4.0 is released in june and im sure there will be an unlock for it.
