    Does this token thing also apply to sites that use twitter to say have users promote certain things? (Ex: "Click here to tweet about us and earn extra contest entries!")

    Hm, don't you get redirected to the twitter page from where you then can send a tweet already composed by the promoters? So no, it doesn't apply since there are no third party clients in use.
