Ok, first you want to download the IPSW.
THERE ARE 2 WAYS TO DO THIS, YOU CAN UPGRADE FROM TETHERED (NOT SEMI) OR REJAILBREAK! TO GET THE IPSW LOOK AT MY USER PROFILE FOR LINKS!!
    iRecovery with custom iBSS (http://outgoing.ifans.com/?d=aHR0cD...fQ0pOdE5qMklmd2VMVngtdz09JmFtcDtsb2NhbGU9ZW4~)

    1. Put your iPod into DFU Mode (if you cant do it then look somewhere else.)

    2. Open up a command prompt and CD to your iRecovery directory.

    3. Copy and paste into your CMD and run it.
    Code:
    "irecovery -f ibss211.dfu"
    4. After this is finished, Unplug your iPod and plug it back in.

    5. Now start iRecovery
    Code:
    iRecovery -s
    6. One at a time, run these.

    Code:
    arm7_stop
    mw 0x9000000 0xe59f3014
    mw 0x9000004 0xe3a02a02
    mw 0x9000008 0xe1c320b0
    mw 0x900000c 0xe3e02000
    mw 0x9000010 0xe2833c9d
    mw 0x9000014 0xe58326c0
    mw 0x9000018 0xeafffffe
    mw 0x900001c 0x2200f300
    arm7_go
    arm7_stop
    /exit
    Dont close the CMD!

    7. Restore your iPod with the custom Firmware

    8. When your iPod restarts its in recovery mode, showing the iTunes logo.

    9. Start up iRecovery again...
    Code:
     "irecovery -s"
    10. Run these, one part at a time.
    Code:
    setenv rs "arm7_stop;mw 0x9000000 0xe59f3014;mw 0x9000004 0xe3a02a02;mw 0x9000008 0xe1c323b4;run rs1"

    setenv rs1 "mw 0x900000c 0xe59f300c;mw 0x9000010 0xe3e02000;mw 0x9000014 0xe503223f;run rs2"

    setenv rs2 "mw 0x9000018 0xeafffffe;mw 0x900001c 0x0ff1a100;mw 0x9000020 0x0ff2afff;arm7_go;run rs3"

    setenv rs3 "sha1 0x8000000 0x3000000;arm7_stop;mw 0xff006d4 0x21906943;mw 0xff006d8 0x68da6898;run rs4"

    setenv rs4 "mw 0xff006dc 0x9300699b;mw 0xff006e0 0x69c40509;mw 0xff006e4 0x47a02300;run rs5"

    setenv rs5 "mw 0xff006e8 0xf0002000;mw 0xff006ec 0xe002fde3;tsys"

Look into aptbackup in Cydia. It creates a file that lists all your apps from cydia and stores it so when you backup your data through itunes, it'll backup that file as well. Then you redownload aptbackup, choose to restore and it reads that file and downloads your cydia apps. Unfortunately, i've heard it doesn't work 100% properly sometimes, and it doesn't save your actual app data. :/
