The iPad has all of the new accessibility features on the iPhone 4, except for voiceover that is. So let's fix that.
    You will need:
    1)Ssh client (or iFile)
    2)A jailbroken device without VoiceOver

Ok so this is actually very simple. We are basically going to be telling the iPad that it has VoiceOver support, and it will work. Ok so try to follow along and post if you have any issues.

    Step 1:
    Find the directory /System/Library/CoreServices/SpringBoard.app.

    Step 2:
Open the file K48AP.plist. It should look like this:
Click here to see what it will look like. (except for without the voice-control string)

    Step 3:
Go to the bottom of the capabilities section and add the following:
    <key>voice-control</key>
    <true/>
Make sure it is lined up with the spacing of the lines above it or it will not work. It will automatically move this string to its alphabetical positioning once you respring. It will look like this:
Click Here to see what it should look like.

    Step 4:
Respring, and go to setting/accessibility and see if VoiceOver is there. If not reboot and it will be.

No it doesn't already have it. Also I had to put links because the pictures wouldn't show up.

iOS 4.2 will bring this feature to the iPad if it doesn't already have it... I don't feel like downgrading to find out right now, but iOS 4.2 beta has it.

Well, if Voice Control exists, I'm not seeing it in Beta 3. Only VoiceOver is there under Accesibility.
