I was just wondering if you could turn off multi-tasking, i love it when my batteries at a good level but when it gets low and i dont have a charger near, it would be convenient to turn it off to not waste battery and its annoying to have to keep completely closing out of them one by one after i hit the home button

There are several Cydia mods for that, as soon as I find them I'll tell you.

Now I don't know too much about this, but you may try using iBackup Bot and restoring using a backup with MT disabled. I thought that I've read somewhere that there's a BOOL setting (yes/no to dis/enable).

There are only a couple of apps that use truish multitasking such as skype and pandora, etc. that actually eat your battery. The way ios implements "multitasking" is by taking a freeze state of an application and then actually suspending or exiting the app, it doesnt stay running and eat cpu or battery, just sometimes a small amount of memory. Its not truly multitasking so don't worry about closing out all your apps because theyre not actually still running, save a few such as the audio or voip ones and those are obvious

So is there no way at all to turn of multitasking? I know that i barely use mine and then i notice my battery draining a bit quicker than usual so i check the bottom bar and i see like 10 apps opened up that I actually intended to exit but it was kept "open" when I hit the home button. Apple should have made a multitasking toggle on this for sure I don't know how they could have missed such an important yet simple feature

There really should be a toggle switch.
