I only did it on a mac, but it shouldnt be much different on windows.

Copy your itunes library folder and your music folder to your new computer. Then open itunes, go to preferences, then advanced and you should see an option to "change" your itunes music folder. Select the music folder you just moved. Now quit itunes and its helper and re-open it holding the "option" key at the same time (not sure what it is on windows) and you should get an option to select a new itunes library, so select the one you moved and your done.

Notes: Itunes changes permissions on music NOT bought from itunes when you move the library, at least it did for me, so you may have to go through and change them manually or find a script to do it.

Application may not be added, if so, while itunes is open, drag and drop the applications folder into itunes.

If you did it all right, everything should be the same as it was on your old computer. All playlists intact.
