There is not an SDK for Windows, and there isn't going to be one. Italicized because it's not fact, but it's very, VERY doubtful. Apple obviously wouldn't make one for Windows. Which would mean we'd need a port [Don't ask me...LOLOLOLOLOL! Some of you might not get that], an unofficial port. Chances are that it wouldn't even be ported unofficially, and if anything it would probably be for something running the linux kernel, such as Ubuntu. This leaves you with the following options:

    a) Buy a Mac. [Doooooo it!]
    b) Hackint0sh. [Eh...I wouldn't suggest it..:\]
    c) THE WAY THAT THE JAILBREAK DEVS DO IT!!

Using the iPhone GCC [thanks chicken4eve =p]

    What I suggest:
A or C. You can do it with Hackint0sh, but Hackint0sh definitely isn't worth it..=p

You wanna submit apps to the AppStore, eh?
You only have one option. Say hello to your brand new Mac. ;p

Now, I know that this question isn't asked much, and it doesn't seem to be that big of a deal, I just wanted to see what would happen if I posted this :x

[The reference I made above was to my web-famous WISDK. Google it, you'll see how famous it made me. rofl.]

its very possible to make a WinSDK, the toolchain is very useful also, but there is a way to make one. It'll just take about 5 months

That's funny, it took Apple a lot longer then that. :L
And if it's possible, show me how.

I dunno if it needs a valid license there...just heard about a certificate which you get and have to install after you paid the 99 bucks...

btw: hackint0sh is a nice thing and it IS worth a try b4 buying a mac

Well, in general, the license/hackint0sh thing was put towards App Store apps, not jailbreak apps. Sorry I didn't clarify that.
