Okay so I have a laptop and a Ipod Touch. The wireless modem is 2 floors down from my laptop in the basement. So sometimes it drops connection. Yet i noticed when it drops the connection i can still surf the net with my ipod touch 2g. So the touch is better at picking up signals then my laptop. So is there anyway to connect the ipod to my computer and just have it pick up the signal from it and put it on my computer? (tethering)

Nope. But your laptop is dropping the wireless connection more because you're sending to much packets (Downloading to much at once or browsing with too much windows/tabs or any other way of using up to much internet) so it's sometimes unable to receive them all back through the ports at once. So the connection drops.

    actually, you can.

yes, in a way, you can. if you have a jailbroken iPot touch then go to cydia and download something called "modem". it will allow you to make your ipod into a modem, giving it will allow wifi instead of 3g.
