I just bought a $.99 app from iTunes, I had a $15.00 card and after I bought it I had $13.93 left. This may have been around for a while, but a few years back i remember songs had no tax, Am i wrong?

Yes, there is tax on apps. The law is that if a brick-and-mortar store exists in your state, there is tax if you buy from the same store online.
