I was just about to ask if that wasn't the case. Well, at least that would mean that CDMA will hopefully die off a bit faster so the US (and a few remaining countries) can join the rest of the world in using an international standard. There would still be issues with the use of different frequency bands but that should be easier to solve than having to implement widely different standards. You certainly have a point there. However the main issue in the US cellular market as I see it (as an outsider) is that different carriers use incomatible phones as a way to lock in consumers. The result is less competition and as a result, much higher prices. Because of that, this deal might actually help consumers by making one of the lower-price competitors stronger.
