I have a 1.1.4 touch and just installed summerboard 3.2 on it.
The problem is the themes dont appear when i choose them.
I feel like there is something else i must need but i dont know what it would be.
At the bottom is says "Summerboard 3.2(Inactive)"
    help please

You need to reboot your iPod after installing Summerboard to get it active. And if the themes still aren't showing up after you activate Summerboard, there's an SMB themes fix in installer.

I mean power off and back on, not just putting it to sleep (hold down the top button).

No, SMBPrefs says that at the bottom every time you install it until you reboot.
