I can't seem to jailbreak my 4th gen on Windows 7 64-bit. It goes through the process just fine, but there're no traces of Cydia or Limera1n on springboard.

Someone suggested running in Windows 98 mode, but that just crashes Limera1n.

Did you reboot?. Some people say that if you reboot then Cydia and Limera1n app may show up

Was it risky at all? Like I hear you have to enter DFU. I don't want to lose my settings.

Just back up your iPod first, and you're fine.

Cydia works fine, just make sure you reboot after installing it.
