So my iPod goes into safe mode, so I swipe the status bar and hit restart, doesn't work. I've tried rebooting, respeingin both ways, turning off and on, deleting all recently installed apps and nothing works.

    Any ideas?

Well the only thing I could think of is restoring the iPod. It's not like you can't just put all the information back on it later.

Go into Cydia and uninstall MobileSubstrate.
    Respring.

Install MobileSubstrate and various substrate plugins. Win.
