I used RedSn0w when I had it messed up.. It helped boot it, and I used the "already pwned" option. It booted into a functional firmware, forget if it was the one from before or after the attempted restore though...

Mr.Funman if you have a Windows PC I can help you out.

EDIT: I know you said you came from 4.0 BETA, but I have a Windows PC and Mac, so I don't solely think that everybody has one type of Operating System.

Couldn't you just manually put it in DFU mode? Holding the power/home, and then the home?

There you can find an excellent guide to downgrade the iphone from 4.0 betas

After the firmware has been installed it will throw up an error, complaining about 1015 or something and the iPhone will be stuck in recovery mode. The OS is actually correct now, but you just need to give it a little nudge, to-do this use iRecovery

you should be able to just run the application normally (after you have extracted it), and your iPhone should boot. Not completely sure about this, but it should work.

After this reboot your iPhone with home and sleep and it will now boot into 3.1.3 as normal.

If you took a backup, after the repair iTunes will ask if you want to restore the backup on your device.
