Is there some sort of app I can download (Windows 7, x64) that will let me view the contents of my phone without jailbreaking it?

If you have a 3rd gen iPod touch or newer bootrom iPhone 3GS, wait for the jailbreak. It's coming very soon.

Jailbreaking is needed to access SSH on idevices. Btw, I think sn0wbreeze is being updated for 4.0 final release, check ih8snow's website, it's for iPhone 3G and iPod touch 2nd gen (non MC)

Redsn0w can already jb iPhone 3G, just point it to iOS 4 GM and make sure you have 4.0 Final already on your iPhone 3G

You can't write to the system partition without jailbreaking.
