My internet on my iPT2G isn't currently working
and I need to get the apps back onto it that I lost when I made it untethered
    so my question is:
Is there a way to get cydia apps on your comp then put them onto your iPT2G with SSH?

Yes. If you've got the jailbroken app on your computer, it goes in /private/var/stash/Applications

When you jailbreak, is ssh automatically enabled, or do you have to do openssh type stuff?

You have to install OpenSSH to access your iPod with an FTP client.

You can use iphonebrowser or Total Commander without SSH, however.
