I have a 2nd Gen, ipod touch, running jailbroken 2.2.1 firmware.
I downloaded categories off of cydia, and tried to use it, when I got the loading wheel or (spinning wheel of death), and it wont go away.
is there someway I can fix this problem WITHOUT REBOOT OR RESTORE

Did you try to reboot properly? That is, hold down home and power until it turns off then try and turn it on?

shouldve installed mobile substrate, then youd have a safe mode. plus it in to your computer and hope it connects to itunes enough to allow a back up and then restore. lo siento.

its really simple to fix this

    1) put your ipod into DFU mode
    2) restore with itunes
    3) rejailbreak
    4) install mobile substrate for f*ucks sake
    5) do the happy dance and sing my praises
