Not at all possible. It is a piezo speaker, meaning it can only do VERY basic sounds (ie. unlock, lock, typing, etc.)

    more than just beeps

Well I have downloaded and use audio book players for 16gb touch that when the volume is set to max you can hear audible voice externally. So it's a matter of turning it on in the voip-sip software itself. My only concern is will others be able to hear the external audio? Does someone know exactly where the piezo is located?

Im sorry justit, but I belive you are very wrong. The piezo speaker is not capable of any sound beside basic beeps. No matter how hard you try, it will not work as a normal audio speaker.

If the speakers could make more sounds Apple would have given us better alarms.
