    Yes, iPod Touch owners always have to pay for major firmware upgrades.

    All major iPod Touch firmware updates have all been paid upgrades. However, all iPhone firmware updates will remain free.

    why is it that iPod owners have to pay for major FW upgrades, but iPhone owners don't?

    The fellow engineers at Apple work day and night (literally) and would like to get some pay from their hardwork. People don't work for free.

    As for iPhones, well. It's a phone. It needs to be updated.

    Apple can't change major functionality of something for which they have already declared their revenue, so they have to release it in a paid upgrade.

    For iPhones, that payment is part of the network's subsidisation.
