So, I have not turned off my iPT4 since I got it out of the box on the 24th. I have used CopyTrans to install music/movies and it seems like it was taking way too long. Then last night I try to install two apps and they just wouldn't install. I waited for about 15-20min and nothing happened. So, I turned it off completely and then immediately after turning it back on, the apps start to load.
Is this common? Do I need to completely shut down and restart every few days?
    Thanks.

Use iTunes like what redban said
and yeah you should reboot to refresh memory every now and then.

I prefer CopyTrans. To me, it's much easier to use than iTunes for transferring media to my iPT. Also, using CopyTrans has nothing to do with the speed of transfer as I have used this same program on a iPT3 and it's just as fast, if not faster, than iTunes.
I'll keep the re-boot thing in mind in the future. If I see that update/transfers/app installations are going slow...I'll re-boot.
    Thanks.
