When you say skinning lockscreen do you mean stuff like changing the bottom bar, top bar, and sliders? Because if so it is possible with winterboard. The bottom bar and slider images are located in the TelephonyUI so you'd want to put your slider named 'bottombarknobgray' in Library/Theme/'Your Theme'/Bundles/com.apple.TelephonyUI as well as bottombarbkgnd and bottombarbkgndlock

To change the top bar (behind the clock) you're gonna wanna make a folder in your theme called UIImages (Library/Theme/'Your Theme'/UIImages and put an image called UILCDBackground in it

Feel free to ask any more questions

I haven't found a way to skin the lockscreen wallpaper with winterboard either, I thought that it might've worked if I put a png named DefaultWallpaper-iPod in the folder UIImages because there's one for the other.artwork but it didn't work. As far as I know as well the only way to skin the lockscreen is by changing it in settings
